Urzędnicy JST
Zgłaszane wyzwanie powinno być zgodne z KIS i nie posiadać powiązania z działalnością gospodarczą JST.
Zgłoszenia do programu dokonuje osoba decyzyjna, która będzie również członkiem zespołu projektowego.
Rozwój kompetencji pracowników JST
Projekt rozwija kompetencje pracowników poprzez wiedzę dostarczaną przez ekspertów w obszarach takich jak konsultacje techniczne oraz procedury konkursowe znowelizowanej ustawy prawa zamówień publicznych (PZP).
Redukacja barier
Celem projektu jest redukcja barier pomiędzy JST, a potencjalnymi dostawcami rozwiązań zaawansowanych technologicznie, czyli firmami z branży IT, dostawcami oprogramowania.

Wsparcie w organizacji konkursu w trybie PZP
Do projektu zostanie zaproszonych 36 wybranych jednostek samorządów terytorialnych. Minimum 12 z nich uzyska wsparcie w organizacji konkursu w trybie PZP.

Formułowanie wyzwania projektowego – diagnozowanie potrzeb i redefinicja problemu
Budowanie zespołu wdrażającego innowacje

Dialog techniczny, czyli wsparcie przy wstępnych konsultacjach rynkowych
Wprowadzenie do trybu konkursowego PZP
Opieka pokonkursowa: wsparcie prawne, w negocjacjach z firmą IT, opracowanie planu wdrożenia itp.
